• MS-176 : Added new role for resubmitting requests button.
• MS-178 : NYPL delivery/PWD mapping - customer codes NP, NN, NU, NV
• MS-174 : Made items not available in item_t and placed requests in request_t.
• MS-164 : Updates to request items to correct non-sync data between SCSB and LAS.

This production release is a culmination of all tasks that were part of the previous production releases and SCSB version 1.1.5
